Main Characters
Link
- Main article: Link
Born on the island of Outset, Link quickly finds himself on epic quest across the Great Sea, which will see him become the legendary Hero of Winds.
Aryll
- Main article: Aryll
Link's younger sister. Her Telescope is her most prized possession. Seagulls semm to be attracted to her presence.
Early in the game, the Helmoroch King kidnaps Aryll instead of Tetra.
Tetra
- Main article: Tetra
Leader of a band of Pirates who aid Link numerous times during his quest. Near the end of the game, Tetra is revealed to be the reincarnation of Princess Zelda.
Zelda
- Main article: Princess Zelda
The titular Princess, who Ganon is searching for. She makes an appearance when revealed later in the game.
Ganondorf
- Main article: Ganondorf
The Great King of Evil and bearer of the Triforce of Power makes his appearance quite early in the story. He sends his minions to capture any young girl who has long, pointy ears. This is supposably because Hylians have pointy, elf-like ears (and Zelda is indeed a Hylian).
King of Red Lions

This talking boat rescues Link from the ocean, and remains with him giving him the ability to sail The Great Sea. The King of Red Lions often aids Link on his journey across the Great Sea.
Daphnes Nohansen Hyrule

King of Hyrule during the era of the Great Flood.

Outset Island
Grandmother

Link's grandma raised him and his sister Aryll on Outset Island
Orca
- Main article: Orca
An old man who teaches Link the way of the sword, and gives him his first weapon.
Sturgeon

A wise old man, and the brother of Orca, who can teach Link many valuable lessons about the world.
Abe

Family man, married to Rose with two sons, Joel and Zill. Has an unhealthy obsession with pigs...
Rose

Rose is the wife of Abe. She loves her pet pigs, but still considers them potential food...
Joel

Zill

Younger son of Abe and Rose, this inquisitive boy lets his nose run on purpose, and follows Link around persistantly.
Sue-Belle

A Windfall Island native, she moved in with her grandfather Sturgeon out of concern for his health. Often seen carrying jars of water on her head.
Mesa

Orange-garbed single Outset Islander with a vegetable patch full of weeds.
Windfall Island
Zunari

Zunari is bizarre man who has moved to Windfall Island. He has set up a stall there and has not got a lot of business going on. When the Hero of Winds helps him by purchasing his sail he begins to try and sell things for an organization who's goal is putting flowers all over the town.
Lenzo

Lenzo is the master of picture-taking. In his earlier days, he has sailed The Great Sea, taking pictures of mystical beings and strange sights, although he now only resides on Windfall Island.
Doc Bandam
- Main article: Doc Bandam
The crazy professor who runs the Potion Shop on Windfall Island. He uses Chu Jelly to make potions. At first, he only sells Red Potion, but if you give him enough green or blue chu-jelly, he will start selling green or blue potion, respectively.
Tott
- Main article: Tott
Tott is the dancer that dresses like a more flamboyant version of a certain rock 'n roll legend. He dances near a rock on the tip of Windfall Island. If you show him The Wind Waker, he will remember the song and show you how to play the Song of Passing.
Salvatore

Salvatore runs the Sinking Ships minigame on Windfall Island, and also the Barrel Shoot minigame on Spectacle Isle. He always appears to be bored out of his mind, and plays the games with Link rather reluctantly.
Maggie & Papa

Maggie was once the poor girl of Windfall Island who was then kidnapped and taken to the Forsaken Fortress by the Helmaroc King. Her father approaches Link on Windfall Island and begs him to find and bring back his precious daughter. He goes through a complete change in personality after his daughter is freed and they become wealthy. The dad will buy Skull Necklaces from Link after freeing Maggie from the Forsaken Fortress. Also after freeing her, Maggie will give you a Piece of Heart after a sub quest involving Moe the Moblin.
Mila & Papa

Mila is a rich girl from Windfall Island who was kidnapped and taken to the Forsaken Fortress. Her father is the very rich man that lives in the mansion on Windfall Island.
Mrs. Marie
- Main article: Mrs. Marie
Mrs. Marie is the teacher at Windfall Island who has a tiny problem with four of her students, and it is Link's job to set them straight. For Joy Pendants, she will give you the Cabana Deed.
Killer Bees

The Killer Bees are a gang of kids that live on Windfall Island. They're found wandering around the area in between the classroom and Salvatore's Sinking Ships mini-game.

Dragon Roost Island
Rito Chieftain

The Rito Chieftain is the leader of the Rito in The Wind Waker, and father of Prince Komali. The chieftain was a very inspiring leader to the Rito people. Because of his duty to the Rito society, he must be at times demanding, but caring to his son.
Komali
- Main article: Komali
Prince Komali is the son of the Rito Chieftain and future leader of the Rito. He has a lack of courage. He holds onto a small, round, orange orb and claims it as his own. Later in the game Prince Komali falls in love with Medli, and he gets worried when Medli leaves and goes to the Earth Temple.
Quill

Quill is the kind, young and eager to work Rito who uses his superior flying abilities to be the top postman in the world.

Deities
Jabun

Jabun knows the King of Hyrule and will gladly give Link the pearl he needs for his quest.
Valoo

Valoo is the deity of the Rito tribe. In order for a young Rito to get wings, he or she must travel to Valoo to get a scale from him. His tail was attacked by Gohma, causing distress among the Rito. He was saved by Link.
Zephos

This giant frog is the Wind God. He's first seen at Dragon Roost Island, where he will teach you the Wind's Requiem (the song which will allow you to change the direction of the wind). He has a brother, Cyclos, which is roaming the sea in his giant tornado.
Cyclos
- Main article: Cyclos
This is Zephos' brother. After his shrine on Dragon Roost Island was destroyed, he started to roam the sea with his cyclone. If you hit him three times with your bow, you will learn the Ballad of Gales, which will allow you to warp into numerous places on the map.
Great Deku Tree

Thought by many Zelda fans to be the full grown version of Ocarina of Time's Deku Sprout, he lives in the Forest Haven and will give Link the Deku Leaf.
Sages
Makar
- Main article: Makar
A Korok who was captured in the Forbidden Woods. He lives in the Forest Haven and has unsurpassed musical talent. He is the new Sage of Wind.
Fado
- Main article: Fado (The Wind Waker)
The former Sage of Wind who was slain by Molgera.
Medli
- Main article: Medli
A young Rito girl, whose home is Dragon Roost Island. She is the new Sage of Earth.
Laruto

The former Sage of Earth who was killed by Jalhalla.
Other
Tingle
- Main article: Tingle
After being freed from Windfall Island Prison, Tingle can be found along with his brothers on Tingle Island
Great Fairies
- Main article: Great Fairy
A large fairy that resides in any fairy island. They will grant Link power-ups, such as increased equipment and more magic power.
Fairy Queen
- Main article: Fairy Queen
The queen of the Great Fairies who grants Link the Fire Arrows and Ice Arrows. She apparently has a crush on Link, despite their age differences.
The Pirates
- Main article: Pirates
A group of pirates led by Tetra.
Beedle
- Main article: Beedle
A salesman who is in charge of the shop ships in The Wind Waker. It's said to be one "master" merchant at which sells a Piece of Heart, an Empty Bottle and a Treasure Chart. But they're very expensive, though.
Traveling Merchants

The Gorons will trade with you if you have purchased an item from Zunari. They claim to be from a "far away" place, which may very well be Goron Island. Mentioned in Phantom Hourglass. In The Wind Waker, the merchants are on: Bomb Island, Greatfish Isle and Mother and Child Isles.
Fishman
- Main article: Fishman
Fishmen are wise and witty creatures that can be found all across the Great Sea. They know much about the sea and will give Link many tips and words of knowledge about everything. They are also great cartographers and will fill in portions of the Sea Chart for Link in exchange for a small dinner.
