Mayor Hagen is the presiding mayor of Hyrule Town, and lives in his House near Funday School.[3] He claims not to have done anything as mayor, yet the town runs smoothly.[4] When Link first encounters Mayor Hagen, Hagen brags to Link about owning a Lakeside Cabin at Lake Hylia. He tells Link that he goes there to practice his hobby of Mask making.[5] Behind one of the Masks in his house live two Town Minish. Running Like the Wind into the wall with the Pegasus Boots will cause the Masks to fall off, revealing the small hole where the Minish live. When broken, the Masks will sometimes yield Rupees. The Minish in his office will give insight into living in his home.[6][7]

Mayor Hagen has constructed a shelter in his garden leading beneath Hyrule Town in preparation for the event that monsters should suddenly attack the Town.[8] The shelter itself contains puzzles that require the use of the White Sword or Four Sword in order to fully navigate it. Immediately beside the Ladder leading down into the shelter is a Chest that contains a Kinstone Piece.

While Link is trying to gain Librari's assistance in reaching the Temple of Droplets, he seeks out three overdue Library Books for the Royal Hyrule Library. After he returns the first two, Maggie tells him that Mayor Hagen had checked out the third and final book, A History of Masks.[9] When Link asks Mayor Hagen about the Book, he suggests that Link ask the Masks on his wall.[10] While the Masks themselves do not speak, the Town Minish living behind them will tell Link that they saw Mayor Hagen going to his Cabin with the Book in hand,[11] and likely left it there.[12] When Link returns the book and obtains the Flippers from Librari's Trial, Mayor Hagen will attribute his success to Hagen's own advice.[13]

As the game progresses, Mayor Hagen continues to express his interests in both Masks and Library Books about them.[14][15] Although he continues to avoid work,[16] he takes responsibility for Hyrule Town and its citizens after Link obtains the Wind Element and circumstances worsen in the area. He orders the people to the shelters,[17] and after Vaati transforms Hyrule Castle into Dark Hyrule Castle, he reinforces this order while trusting Link to save them.[18]

Mayor Hagen is one of the people with whom Link can Fuse Kinstone Pieces.[19] When Link successfully Fuses Kinstone Pieces with him,[20] a puddle in Lon Lon Ranch dries up to reveal a staircase. The stairs lead down into a cave housing a Chest that contains a Big Wallet, which increases Link's Rupee capacity.

Trivia[]

  • If Link shoots an Arrow at Mayor Hagen, it will stick into him instead of passing through him. He is the only character in The Minish Cap to whom this will happen, and he will not respond to it in any way.
  • Ezlo has a natural distrust for Mayor Hagen, and believes that his office is hiding a secret.[21]
