The Phantom Sword is the only thing that can harm Bellum and Phantoms in Phantom Hourglass. It is composed of three types of Pure Metals.

Components of the Phantom Blade

Link is told to find three forms of Pure Metals: Crimsonine Steel, Azurine Steel, and Aquanine Steel, and take them to the legendary blacksmith Zauz to forge the Phantom Sword. After Zauz completes the sword Link must complete the blade by returning to Oshus and merging the Phantom Hourglass with the blade itself.

Phantom Sword

Although the sword is shaped completely differently from the Master Sword, it shares much of the coloring.

In essence, getting the Pure Metals in order to get the Phantom Sword is a new version of the old quest introduced in A Link to the Past and that has been used in The Legend of Zelda series on several occasions thereafter. This quest requires Link to find three similar objects in the colors red, green and blue in order to get access to a sacred sword. However, the purpose of the items needed is claimed to be different - in A Link to the Past, they are meant to prove the attributes of the wielder, while in Phantom Hourglass, obtaining them only proves empathy and service to the respective tribes. Finally, the familiar Master Sword music plays when Link acquires the Phantom Sword.

Powers

The Phantom Sword is the only weapon capable of slaying the Phantoms that patrol the Temple of the Ocean King, and thus, the only weapon capable of defeating Bellum. Since the Phantom Hourglass is incorporated into the hilt, it makes the wielder immune to the life-draining curse of the Temple. In combination with a Phantom Sphere, it can stop time temporarily. Link uses this ability in his battle with Bellum, using it to freeze time so he can get behind Bellum and attack his eye.

History

The sword is forged by Zauz after Link retrieved all the Pure Metals. This is presumably the first time the sword was created, although Zauz's dialogue implies that this is incorrect. He states that his people "forged weapons" for their battles in defense of the Ocean King, and only a Phantom Sword could be used in battle against Bellum's Phantoms. Thus, it is implied that Zauz's people forged many Phantom Swords for battle. He even stated that he once had one. However, this is unlikely, since there is only one of each Pure Metal, and the Pure Metals are required for the creation of the sacred blade. It is possible that Zauz was referring to other weapons capable of combating the Phantoms.
