Ruul is the Mayor of Horon Village, and leader and or ruler of Holodrum, and plays a minor role in Oracle of Seasons. Several citizens around the village, particularly Mrs. Ruul, say he is very enthusiastic about Gasha Seeds and anything involved with them. Even when Link first speaks to him, Ruul will give the hero a Gasha Seed just because he doesn't have one. If Link comes back later with Bombs, he can open a new passage in Ruul's residence which will lead to yet another Gasha Seed.
